TITLE: Logistics Manager
REPORTS TO: Project Director
LOCATION: Rivers State (Port Harcourt), Delta (Asaba) and Akwa-Ibom(Uyo)

Africare has been contributing to Nigeria’s development since 1978 when it donated equipment and supplies to a group of Nigerian physicians returning from the United States to set up a community medical center. Since that time, Africare’s assistance to Nigeria has been in the areas of healthcare, rural water supply, mass literacy, income generation and the promotion of good governance.
Funded by the Global Fund to fight AIDS, TB and Malaria (GFAMT), through the Principal Recipients, the Promoting Initiative for Malaria Elimination (PRIME) project aims at Contributing to rapid and sustained scale-up of malaria control interventions for impact in Nigeria. The project activities focus on increasing prompt and effective treatment of malaria using ACTs, contributing to the scale up parasitological diagnosis of malaria in patients above five at health facilities, supply chain management and contributing to health systems strengthening (including community-system strengthening) through malaria control activities.
Logistics Manager: He or She will provide hands on strategic guidance to the supply chain management to Africare Malaria Projects, Global Fund supported partners, health facilities and other stakeholders in the six south- South states (Akwa Ibom, Bayelsa, Cross River, Delta, Edo and Rivers States) and other locations. Under the supervision of the Project Director, the Logistics Manager will provide support to all Africare’s projects in Nigeria.
Provide supply chain technical leadership in the implementation of the Malaria supply chain management in the selected states.
Liaise with the leadership of the State Ministry of Health in the selected states to build capacity of the relevant officials in supply chain activities.
Work with to develop and review supply chain activities work plan in support of government and partners in the intervention states.
Participate in supply chain assessment and other relevant studies to monitor implementation of the project.
Collaborate with other Africare project staff in the states to support supply chain activities and relationship with state officials and other relevant stakeholders.
Attend relevant supply chain meetings with the state and make presentations as required.
Manage warehousing and distribution service providers that support the pilot to ensure efficient implementation of the terms of contracts and provide reports on performance.
In collaboration with the Principal recipient conduct the forecasting and supply planning of health facilities requirements in the intervention states to ensure adequate stock availability.
Review warehouse stock status reports and stock movement for reconciliation purpose and provide and provide feedback to the principal recipient.
Send timely request on requirements of the warehouse hub in the states to the county office to ensure constant commodity availability in the health facilities supported under the project.
Provide monthly feedback and reports to the country office on the activities in the to inform strategic direction in the expansion of the project.
Coordinate and supervise the activities of the advisors working under him/her to ensure efficient use of available and limited resources.
Serve as the link between implementing partners involved in the intervention state and warehouse and distribution service providers to troubleshoot and address supply chain issues that will impact the project.
Contribute to the identification of best practices and success stories for Africare report, Contribute to routine monthly, quarterly and annual reports for submission to Principal recipients.
Work with other staff to provide required technical assistance for activities and facilitate skill transfer to appropriate staff.
Perform any other duties as assigned.
Skills and Qualifications:
• Degree in Medicine, pharmacy, public health, Nursing, laboratory science, logistics management or business administration
• 4-8 years professional experience in health programs, preferably in an international health care supply chain management environment
• Previous experience managing health supply chain contracts with third party service providers in warehousing and/or transportations is strongly desired
• Specific experience in malaria, HIV/AIDS or TB programs is strongly desired
• Ability to lead and manage a team is a plus
• Extensive knowledge of the Nigerian public health sector
• Strong analytical and problem solving skills
• Excellent technical writing and oral presentation skills are highly desired
• Ability to work as part of a team and be self- managing.
