Job Position: Project Officer – Camp Coordination and Camp Management (CCCM)

Job Location: Maiduguri, Borno


  1. The North Eastern part of Nigeria has witnessed violence since the beginning of 2015, causing a major humanitarian crisis to more than 2.8 million internally displaced persons. 24.3% of the displaced population is staying in camps, while the others are staying within host communities or in rented shelters.
  2. The Project Officer (Camp Coordination and Camp Management (CCCM)) will be responsible and accountable for ensuring a multi-sectoral response to displaced populations in communal settings (collective centres, temporary camps, transit/reception centres, etc.) as well as those living in camp-like settlements, with host communities or in rented shelters.
  3. Working under the overall supervision of the Chief of Mission and the direct technical supervision of the Senior Emergency Programme Coordinator and direct administrative supervision of the Head of Sub-Office, Maiduguri, and in coordination with the Shelter/NFI & CCCM Sector Coordinators, the successful candidate will be responsible for the implementation of the IOM CCCM activities in camps and host communities in North-East Nigeria.

Job Responsibilities

  1. Design and develop IOM Camp Coordination and Camp Management (CCCM) activities in North-East Nigeria, in close coordination with the Shelter/NFI and CCCM Sector Working Group, relevant Government counterparts, beneficiary communities and other relevant humanitarian stakeholders.
  2. Plan, develop and supervise IOM CCCM activities in North-East Nigeria in collaboration with relevant IOM Units, field staff, to ensure efficient and timely implementation of projects, in accordance with IOM’s and Sector Working Group’s standards and guidelines.
  3. Supervise the administrative, financial, and other related activities of CCCM projects, including:
    • Monitoring the financial management and supervising the preparation of financial reports;
    • Maintaining appropriate internal controls and development and implementation of relevant control systems;
    • Coordinating administrative, logistical and human resources activities and within the Section;
    • Providing oversight on financial expenditure and accountability.
  4. Liaise with programme partners, such as governmental authorities, donors and any other concerned UN agencies, NGOs and working groups, to coordinate and facilitate the implementation of ongoing activities and discuss fund raising opportunities and issues.
  5. Identify new opportunities consistent with approved projects and ongoing activities, and provide recommendations for improvements, as required.
  6. Ensure the integration of cross-cutting issues such as gender, children, disabilities and environment are considered in the IOM CCCM response.
  7. Develop, monitor and implement the Camp and Camp-like Settlement Exit Strategy and progressively contribute to the transition, peace building and durable solutions approach of IOM.
  8. Recruit field staff and provide necessary training, to ensure an efficient implementation of camp and displacement management activities in North-East Nigeria.
  9. Supervise and monitor the work of the camp management mobile teams and the site facilitators.
  10. Draft regular, special and other required reports, and follow up on timely reporting requirements.
  11. Participate in the Shelter/NFI and CCCM Sector Working Group meetings. Provide technical support and inputs as required.
  12. Undertake duty travel relating to programme assessment, liaison with counterparts, problem solving, and smooth implementation.
  13. Represent IOM at camp and displacement management-related meetings, workshops and seminars.
  14. Perform such other duties as may be assigned.

Job Requirements

  • Master’s Degree in Development, Civil Engineering, Architecture, Urban Planning, Social Sciences or a related field from an accredited academic institution with five years of relevant professional experience;
  • University degree in the above fields with seven years of relevant professional experience.


  1. Operational and extensive field experience in programme development, implementation and evaluation;
  2. Experience in post-conflict/emergency zones and in working in a high-risk environment, project management and administrative and financial management (previous experience with IOM Shelter Programme an advantage);
  3. Combination of training and experience in field of operations, preferably in natural disaster or post conflict situations;
  4. Experience in liaising with governmental authorities and local communities, as well as national and international institutions;
  5. Preferably within the International Humanitarian Field and within the organizations of the UN Common System; and,
  6. Field experience are a distinct advantage, good knowledge of inter-agency and cluster processes.


  1. Broad demonstrated sector knowledge and/or field experience in the areas of re- construction and community mobilization;
  2. Familiarity with the region an asset; and,
  3. Excellent demonstrated analytical skills applied on a wide range of factors, parameters, policies and priorities for the assessment and resolution of complex situations, including technical understanding.


  1. IOM’s official languages are English, French, and Spanish.
  2. For this position, fluency in English is required (oral and written). Working knowledge of any local language is an advantage.
  3. Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
